Physiologically, Pulcinella stands out among the Eleven Fatui Harbingers due to his unmistakably non-standard humanoid features: elongated, sharply pointed elven ears, a compact frame, and a lifespan that has allowed him to sit at the apex of Snezhnaya's municipal and military bureaucracy for generations. Within Teyvat's anthropological taxonomy, Pulcinella belongs to the rare long-lived pointed-ear races of Teyvat—a lineage shared in varying branches by figures such as Alice and Klee, Nahida's vessel, Layla, and Iansan.

His physical silhouette—specifically his prominent aquiline nose, spectacles, white mustache, and cane-wielding posture—is a direct homage to the classical Neapolitan Commedia dell'arte mask of Pulcinella, the shrewd, hook-nosed survivor who outmaneuvers kings and devils alike through wit and pragmatic calculation. Ranked Fifth among the Harbingers—above Scaramouche, Sandrone, La Signora, Pantalone, and Tartaglia—Pulcinella pairs decades of high-level elemental and Delusion mastery with the absolute civic authority to mobilize every soldier, railway, and factory in Snezhnaya with a single stroke of his pen.

Long before the Traveler set foot in Mondstadt, Pulcinella rose to prominence in the snow-bound capital of Snezhnaya as both a master administrator and the Fifth Harbinger recruited into Pierro and the Tsaritsa's grand design. Whereas Harbingers like Dottore, Capitano, and Arlecchino frequently operated across foreign borders, Pulcinella consolidated his power at the very heart of the homeland—assuming the office of Mayor and transforming Snezhnaya's civic administration into an unbreakable engine supporting the Fatui's global campaign.

Years ago, when a fourteen-year-old boy named Ajax returned from falling into the Abyss with an uncontrollable hunger for battle that terrified his own village of Morepesok, Ajax's father handed the youth over to the Fatui military hoping rigorous discipline would cool his temper. When young Ajax instead beat an entire company of armed Fatui troops half to death in the courtyard, Pulcinella stepped forward in person. Rather than punishing the boy for insubordination, Pulcinella marveled at Ajax's raw martial gift, inducted him directly into the Fatui's elite vanguard, and eventually sponsored his ascension to Eleventh Harbinger under the name Tartaglia ('Childe').

When news reached Zapolyarny Palace that the Eighth Harbinger, La Signora, had been executed by the Raiden Shogun in Inazuma, it was Pulcinella who stepped forward as Mayor during A Winter Night's Lazzo to issue the official state decree—pragmatically granting the nation a mere half-day stoppage of work to mourn her sacrifice before ordering Snezhnaya's citizens back to their posts.
